PROPORTIONALITY TEST FOR REGULATION OF PROFESSIONS

The dossier on the Proportionality Test before the Adoption of New Regulation for Professions has moved on in the European Parliament. Both the Internal Market and Consumer Protection Committee (IMCO) and the Environment, Public Health and Food Safety Committee (ENVI) have published their draft reports, which call for the exclusion of the healthcare professions from the scope of the Directive.  Read more

OPINION OF THE ADVOCATE GENERAL ON PARTIAL ACCESS CASE

On 1 June, Advocate General Mengozzi of the Court of Justice of the EU published his opinion in case of dental technologists seeking partial access to dentistry in Malta, concluding that partial access may be denied in the interest of protecting public health. The final judgement is expected in September/October 2017. 

AMR ACTION PLAN AND GUIDELINES ON PRUDENT USE

On 29 June, the Commission published the long awaited European One Health Action Plan against Antimicrobial Resistance (AMR) and the Guidelines for the Prudent Use of Antimicrobials in Human Health. The key objectives of the Action Plan are built on three main pillars: 1. Making the EU a best practice region; 2. Boosting research, development and innovation; 3. Shaping the global agenda. The CED reacted to the publication with a joint press release together with the European associations of the doctors (CPME) and the veterinarians (FVE).

ESTONIAN PRESIDENCY OF THE COUNCIL OF THE EUROPEAN UNION

Estonia has been holding the Presidency of the EU council from 1st of July 2017. 

As part of the Presidency programme, supporting digital innovation in healthcare will be one of the priority topics, in line with the overall priority of the Digital Single Market in Europe and the Free Flow of Data. In preparation for this, the Estonian Ministry of Social Affairs has appointed the European Connected Health Alliance (ECHAlliance) as its International Strategic Partner and co-organiser of an event planned for Tallinn in October 2017.  Read more

COMMISSION LAUNCHES PUBLIC CONSULTATION ON HEALTH AND CARE IN THE DIGITAL SINGLE MARKET

On 20 July, the European Commission launched a public consultation on how Europe should promote digital innovation in health and care, for the benefits of citizens and health systems in Europe. The input will feed into a Communication to be adopted by the end of 2017. Citizens, patient organisations, health and care professionals, public authorities, researchers, industries, investors, insurers and users of digital health tools are all invited to share their views via EU Survey until 12 October 2017. Within the CED, Working Group eHealth is charged with preparing a response on behalf of European dentists.  Read more

INFORMAL MEETING OF HEALTH MINISTERS (EPSCO)

On 20-21 July, the informal meeting of the health ministers was held at the Tallinn Creative Hub (Kultuurikatel). Main topics to discuss were digital innovation in health, including free movement of data and alcohol policy in the EU. Read more

HEALTH SYSTEMS FOR THE FUTURE

On 8 June, the European Parliament’s Scientific Foresight Unit (STOA) organised the event ‘health systems for the future’ to exchange information and to create a dialogue between scientists, citizens and politicians. Read more
